Purpose

To explain the processing of the 2% Salary Increase

Affected Employees

  • Active, annual-salaried, DC-37 White-and Blue-Collar Employees in Bargaining Units TM, TU, TX, SF, T9, TH, TG, TR, TF
  • Active, DC-37 Hourly Employees in Bargaining Units TY, TK, SF and TU

Effective Date

9/1/99

OSC Procedures for Processing Automatic Increase: Annual Salaried Employees

OSC will automatically insert a row in the employee's Job Data record with:

Action Pay RT Chg
Reason SAC (Mass Salary Increase)
FTA Amount (the new increased salary)

Salaries will be rounded up or down to the nearest dollar. This row will be inserted after August 25, 1999 (the agency cutoff date for Period 12C) for the check dated September 9, 1999.

Listings

After the increase has been processed, OSC will provide the agencies with lists of employees who received the increase.

Agency Procedures: Annual Salaried Employees

Pensionable Longevity Differentials

Pensionable Longevity Differentials are not to be adjusted by the 2% increase, but will be, since they are part of the employee's base salary on the Job Data 3 Panel. In Period 13C the agency is required to request a Pay Change on the Job Action Request Panel to reduce the increased salary received in Period 12C

Pensionable Longevity Increments and Service Increments

Pensionable Longevity Increments and Service Increments are to be adjusted by the 2%. Since they are included in the base salary, they will be adjusted automatically.

Non-Pensionable Longevity Differentials and Longevity Increments

Non-Pensionable Longevity Differentials and Longevity Increments are not to be adjusted by 2% increase and will not be automatically increased.

Non-Pensionable Service Increments

Non-Pensionable Service Increments are to be adjusted by the 2%, but they will not be increased automatically.

The agency must:

  • insert a row on the Additional Pay Panel effective 9/1/99 to increase the amount of the service increment. Since this increase is mid-period, the system will calculate the service increment for the entire period using the increased amount.
  • submit an adjustment in the Additional Pay Panel to deduct the amount overpaid by the system from 8/26/99 through 8/31/99.
Assignment Differentials

The assignment differentials, limited to incumbents performing qualifying payroll duties prior to implementation of the 1984-87 agreement, are to be adjusted by the 2%, but will not be increased automatically.

The agency must:

  • insert a row on the Additional Pay Panel effective 9/1/99 to increase the amount of the assignment differential. Since this increase is mid-period, the system will calculate the assignment differential for the entire period using the increased amount.
  • submit an adjustment in the Additional Pay Panel to deduct the amount overpaid by the system from 8/26/99 through 8/31/99.
Annual Salaried Employees Returning after 9/1/99

The agency must request a Pay Change, Reason of Sal Incr (SIC) on the Job Action Request Panel. Salary should be rounded up or down to the nearest dollar.

Agency Procedures: Hourly Employees

Hourly employees will not be increased automatically. In order to increase the hourly rate, the agency must go to the Job Action Request Panel and select:

When entering the code RGH in the Time Entry Panel, the agency must breakdown the earnings:

  • Action of Pay Change
  • Reason of CRT (Chg Rate)
    • Row 1-enter the Earn Code RGH and dates and number of hours worked prior to 9/1/99.
    • Row 2-enter the Earn Code RGH and dates and number of hours worked on or after 9/1/99.
