CUNY PSC Advanced Degree Differentials

Purpose

To inform agencies of new Additional Pay codes and to provide instructions for payment of the CUNY PSC Advanced Degree Differentials.

Affected Employees

Certain PSC employees who meet the eligibility requirements as described below

Background

The 2007-2010 Memorandum of Agreement between CUNY and the Professional Staff Congress/CUNY includes an Advanced Degree Differential for qualified CUNY employees who are in the College Laboratory Technicians (CLT) title series and Assistant to Higher Education Officer (aHEO) titles effective March 19, 2010.

Effective Date(s)

Payments may be submitted beginning in pay period 3C. Paychecks dated May 6, 2010.

Eligibility and Payment Information

In order to receive the CUNY PSC Advanced Degree Differential an employee must meet the following requirements:

  • Be Full Time Annual
  • Have either a Master’s Degree or a Doctoral Degree from an accredited university in a field related to their job duties
  • Be represented by PSC in bargaining unit CB, T8 and TC in one of the following titles at the time of benefit
    • College Laboratory Technician
    • Sr. College Laboratory Technician
    • EOC College Laboratory Technician
    • Chief College Laboratory Technician
    • Assistant to HEO
    • EOC Assistant to HEO
  • Employees may only receive one differential at a time

Effective March 19, 2010 qualifying employees who hold a Master’s degree from an accredited university in a field related to their job duties shall receive a $1,000 annual salary differential.

Effective March 19, 2010 qualifying employees who hold a Doctoral degree from an accredited university in a field related to their job duties shall receive a $2,500 annual salary differential.

CUNY PSC Advanced Degree Differentials are pensionable, included in the calculation of overtime and subject to all applicable taxes and payroll deductions.

OSC Actions

OSC has created four (4) new Additional Pay earnings codes to pay the CUNY PSC Advanced Degree Differentials.

Masters Degree Differential

MSD - PSC Masters Degree Differential (to be used to report annual amount)

AMD - Adjust PSC Masters Degree Differential (to be used to report adjustments to the CUNY PSC Masters Degree Differential)

Doctoral Degree Differential

DOC - PSC Doctoral Degree Differential (to be used to report annual amount)

ADD - Adjust PSC Doctoral Degree Differential (to be used to report adjustments to the CUNY PSC Doctoral Degree Differential)

Agency Actions

Beginning in pay period 3C, agencies may submit Additional Pay transactions to pay the CUNY PSC Advanced Degree Differentials with the following information:

Earnings Code: MSD
Effective Date: 3/19/2010 or date the employee becomes eligible for payment
Annual Addl Earnings $1,000
Earnings Code: AMD
Effective Date: First day of the pay period being adjusted
Earnings: Applicable Amount
Goal Amount: Same as Earnings
Earnings Code: DOC
Effective Date: 3/19/2010 or date the employee becomes eligible for payment
Annual Addl Earnings: $2,500
Earnings Code: ADD
Effective Date: First day of the pay period being adjusted
Earnings: Applicable Amount
Goal Amount: Same as Earnings
