2006 CUNY 1% Blue and White Collar Salary Increase for  International Brotherhood of Teamsters Bargaining Units

Purpose

To inform agencies of OSC’s automatic processing and to provide instructions for processing payments not processed automatically.

Affected Employees

Classified CUNY employees represented by the International Brotherhood of Teamsters (IBT) in Bargaining Units SE, SV, SW, SB, SM, SU, SZ, SP, SX, and ST

Background

The Memorandum of Understanding for Successor Agreements to the 2002-2006 Blue & White Collar Agreement between CUNY  and IBT provides for a 1% General Salary Increase and an increase to the Assignment Differential for certain eligible employees.

Effective Date(s)

General Salary Increases will be processed in Pay Period 11C, paychecks dated August 31, 2006

General Salary Increase Eligibility Criteria

All salaried and hourly employees represented by Bargaining Units SE, SV, SW, SB, SM, SU, SZ, SP, SX, and ST who are Active or on a Paid Leave of Absence on August 17, 2006 are eligible for a 1% increase effective August 17, 2006.

For salaried employees, the 1% General Salary Increase will be rounded to the nearest dollar. For hourly employees, the 1% General Salary Increase will be rounded to the nearest cent (.5 or higher rounds up; less than .5 rounds down).

OSC Actions

After payroll processing for Pay Period 11C is completed, OSC will automatically insert rows in the Job Data page to reflect the 2006 CUNY 1% General Salary Increase for salaried and hourly employees in eligible bargaining units.

  • OSC will insert a row in the employee’s Job Data record using the Action/Reason code of PAY/SAC (Pay Rate Change/Mass Salary Increase) for salaried employees or PAY/CRT (Pay Rate Change/Change Rate) for hourly employees with an effective date of August 17, 2006 for employees who are Active or on a Paid Leave of absence.
  • Subsequent rows, other than Pay Changes, Position Changes, or Transfers on the Job Data Record will also be updated automatically by inserting additional rows with the Action/Reason codes of  PAY/CSL (Pay Rate Change/Correct Salary) for salaried employees and hourly employees provided the employee remained in an eligible bargaining unit and the pay basis code stays the same.

Agency Actions

The following procedures must be used by the agency when reporting transactions in Pay Period 11C:

For Pay Changes, Position Changes and Transfers with effective dates before August 17, 2006 (Institution):

  • The agency must not include the 1.0% Salary Increase in the Pay Rate field.

For Pay Changes, Position Changes and Transfers with effective dates on or after August 17, 2006 (Institution):

  • The agency must apply the appropriate salary based on calculations for the EXCEPTION CONDITIONS stated in Carmelo Batista’s’ memo dated July 20, 2005.
Assignment Differential Increase

Agencies must submit transactions on the Additional Pay Page effective August 17, 2006 to increase the Assignment Differential (ADF) for eligible employees using the following procedures:

Earnings Code ADF
Effective Date 8/17/06
Annual Additional Earnings $1,605 or $1,732 or $1,923 based on title

Amounts may be combined for those employees whose titles are eligible to receive more than one Assignment Differential.
