CUNY 2005 Ratification Bonus Payments

Purpose

To explain the automatic processing of Ratification Bonus Payments and to provide instructions to agencies for processing or correcting payments.

Affected Employees

Employees who meet the eligibility criteria in Bargaining Units TG, TH, TM (excluding High Pressure Plant Tenders), TR, TX, T9, SF, TU, SJ, TJ, TP, U3, U6, S6, T3, SE, SV, SW, SB, SM, SU, SZ, SP, SX, ST, TK, and TY

Background

Pursuant to the 2002-06 Blue and White Collar Memorandum of Agreement dated July 19, 2005 between the City University of New York and the above bargaining units.

Effective Date(s)

Payments will be made in paychecks dated 8/18/05

Eligibility Criteria and Payment Amount

Full Time Annual Employees

Full-time annual employees in the above bargaining units are eligible for an $800.00 Lump Sum Ratification Bonus Payment if the employee is Active on the employee’s bargaining unit’s ratification date of the 2002-06 Blue and White Collar Agreement.

Ratification Dates and Bargaining Units:

  • 3/31/05 (DC37) - TG, TH, TM (excluding High Pressure Plant Tenders), TR, TX, T9, SF, TU, SJ, TJ, TP, U6
  • 4/28/05 (IBT) - SE, SV, SW, SB, SM, SU, SZ, SP, SX, ST
  • 3/09/05 (IATSE) - T3
  • 3/22/05 (SEIU) - S6
Hourly Employees

Hourly employees are eligible to receive a prorated amount (not to exceed $800.00) based on the number of hours worked in the twelve (12) months prior to the employee’s bargaining unit’s ratification date.

Employees in multiple bargaining units may not exceed a total payment of $800.00.

Hourly employees in Bargaining Units T9, SF, TU, U3, TK, TY and U6 must be employed on 3/31/05 to be eligible for the payment

Hourly employees in Bargaining Unit SE must be employed on 4/28/05 to be eligible for the payment.

Employees on Military Stipend or Workers’ Compensation on the Ratification Date:

Employees who meet the eligibility criteria were on a Paid or Unpaid Leave of Absence with a reason of Military Stipend or Workers’ Compensation on the employee’s bargaining unit’s ratification date are eligible immediately for the payment that corresponds to the employee’s bargaining unit.

OSC Actions

On August 5, 2005, OSC will automatically insert a row on the Time Entry page to process the Lump Sum Ratification Bonus Payment for full-time employees who meet the eligibility criteria and are Active or on a Paid Leave of Absence on the employee’s bargaining unit’s ratification date. The following information will be inserted:

Earns Begin Date: Ratification Date of Bargaining Unit
Earns End Date: Same as Earns Begin Date
Earn Code: RBP (Ratification Bonus Payment)
Amount: $800.00

Agency Responsibilities

Agencies are responsible for identifying the Hourly employees that are due a prorated payment. Agencies are also responsible for submitting any eligible employees who are on a Leave status with the reason of Military Stipend or Workers’ Compensation Leave. If submitting payments for employees on Workers’ Compensation Leave, a comment must be added in the Comments field on the Time Entry page.

Agency Procedures: Adding The Bonus

Agencies must add the Lump Sum Bonus Payment Earnings Code RBP (XAI, YAI, or ZAI for non-resident aliens) on the Time Entry page for eligible employees who will not receive the automatic Bonus Payment. The following information is needed:

Earns Begin Date: Ratification Date of Bargaining Unit
Earns End Date: Same as Earns Begin Date
Earn Code: RBP (XAI, YAI, or ZAI for non-resident aliens)
Amount: Payment Amount

Retirement Information

The Ratification Bonus Payment is included as salary for retirement purposes.

Payroll Register and Employee’s Check/Advice

The Earn Code RBP, XAI, YAI, or ZAI, description, and amount will be displayed on the payroll register and the employee’s paycheck stub or direct deposit advice.
