Purpose
To inform agencies of changes to the payroll processing calendar due to the SSN Decoupling conversion in PayServ.

Background
OSC is converting the EmplID (Primary Employee Identifier) in PayServ from an SSN-based number to the current NYS EmplID, a non-SSN based alpha numeric value. (Payroll Bulletin No. 1189)
To complete the SSN Decoupling conversion, PayServ will be unavailable for agency use between 12:00 p.m. (noon) Friday, November 9, 2012 and 6:00 a.m. Tuesday, November 13, 2012.
OSC Actions
OSC will execute the SSN Decoupling data conversion over the period from 12:00 p.m. (noon) on Friday, November 9, 2012 through 6:00 a.m. on Tuesday, November 13, 2012.
On Tuesday, November 13, 2012, PayServ will be available until 8:00 p.m. to allow agencies extra time to enter transactions for the following Pay Periods:
- Inst 16 Lag (11/1 – 11/14)
- Inst 17 Curr (11/15 – 11/28)
All other deadlines specified in the submission schedule remain in effect as previously published. (Payroll Bulletin No. 1138)

NOTE: The changes described in this Bulletin specifically target agency submission procedures. However, the inbound/outbound interface file changes described in this Bulletin do NOT affect Vendors and/or Control Agencies (i.e. DCS, ERS, Unions, etc.).
OSC will begin a review of Vendor and Control Agency inbound and outbound files at a later date, to identify whether the SSN can be replaced with the NYS EMPLID. Additional outreach will be conducted with vendors and the control agencies regarding the opportunity for post conversion interface file changes.
