State Agencies Bulletin No. 1191

Subject
OSC Will Allow Agencies to Test Interface Files in Preparation for the SSN Decoupling in PayServ
Date Issued
October 1, 2012

Purpose

To advise agencies of the opportunity to submit test files to PayServ.

Affected Employees

PayServ users

Effective Date(s)

Friday, October 5 through Friday, October 12, 2012

Background

SSN Decoupling will require that agency interface files using EMPLID (in the SSN format) must be modified to use the NYS EMPLID. OSC will allow agencies to test interface files from October 5, 2012 through October 12, 2012.

For example, the NPAY 502 (Time Entry Interface) uses EMPLID today and will use EMPLID tomorrow but the value in the EMPLID field will change from the SSN-based EMPLID to the NYS EMPLID.Therefore, all agencies who submit Time Entry Interface files must make sure the value in the EMPLID field is the NYS EMPLID instead of the SSN.

OSC Actions

OSC will receive agency test files between October 5 and October 12, 2012.OSC will process the file(s) and advise the agency contact(s) of the results.

Agency Actions

Agencies must make the required changes to interface files to send the value of the NYS EMPLID in the EMPLID field instead of the SSN. Agencies submitting test files must do so with the following prefix:

PAYSR.

Examples:

  • An Automated Interface Test File from the NYS Senate would have the following file name:
paysr.nhrp573.ac04000.input
  • A Time Entry test file from the NY State Police would have the following file name:
paysr.npay502.ac01060.input

Please email [email protected] on or before Tuesday, October 2, 2012 with the following information:

  • Indicate whether you will participate in the interface file test window
  • Indicate the interface file(s) you will be submitting during the test window
  • Indicate the point of contact within your agency for the test process (name, phone, email)
