Purpose

To inform agencies of a Retirement days worked adjustment as a result of the 2011-2012 BU21 Deficit Reduction Plan.

Background

Pursuant to Section 7 of Part A of Chapter 491 of the Laws of 2011 and the Division of the Budget Bulletin B-1200 issued May 11, 2012, a plan has been established to reduce the compensation of and provide additional leave time to any employee within the purview of the agreement between the State of New York and the New York State Correctional Officers and Police Benevolent Association, Inc.

OSC Actions

OSC will submit a file to Employee Retirement System (ERS) to reduce 5 days worked for BU 21 employees identified as eligible for the Deficit Reduction Plan for the Administration paychecks dated June 20, 2012 and the Institution paychecks dated June 28, 2012. These employees will appear on the NBEN713 “ERS Days WRK ADJ” report. The adjustment represents a reduction in the days worked for the 2011-2012 fiscal year.

Agency Actions

Agencies must review the NBEN713 report and submit any required days worked adjustments to the Retirement System utilizing the RS2050 Adjustment Report. This report will be available on June 20, 2012.

According to the Retirement System, based on the crediting rules that apply to the various tiers, if there are no other reduction in days reported (i.e. lost time), there will be no impact on service crediting for members whose days are reduced by the 5 day DRL.
