Purpose

To provide instructions for processing the $500 lump sum payment for Special Assignment to Duty Pay (SAD) for certain CSEA and PEF employees.

Affected Employees

Employees working for either the Department of Transportation or the Department of Parks, Recreation and Historic Preservation in the following bargaining units who meet the eligibility criteria:

CSEA  
Administrative Services BU 02
Operational Services BU 03
Institutional Services BU 04
PEF  
Professional, Scientific & Technical BU05

Background

Pursuant to the 2011-2016 Agreements between the State of New York and CSEA and the 2011-2015 Agreement between the State of New York and PEF, employees whose assignment constitutes an exposure to inherent danger by virtue of unavoidable proximity to vehicular traffic within the highway rights-of-way are eligible for Special Assignment to Duty Pay.

Effective 03/15/2012, paychecks dated 04/11/2012, Administration Pay Period 26L

Eligibility Criteria

Full-time employees in Bargaining Units 02, 03, 04 or 05 who routinely work on Interstate Routes within New York State or any New York State highway routes or parkway systems at least 1/3 of the time actually worked in the previous calendar year are eligible to receive the $500 lump sum payment.

Agency Actions

Agencies must enter the following information on the Time Entry page in Administration Pay Period 26L to pay the $500 lump sum payment for the Special Assignment to Duty Pay.

Miscellaneous Payment Information

The payment is pensionable and is not used in the calculation of overtime.

Payroll Register and Employee Paycheck/Advice

The Earnings Code SAD and the amount will be displayed on the payroll register. The earnings description Special Assignment to Duty and the amount will be displayed on the employee’s paycheck stub or direct deposit advice.
