Purpose

To notify agencies of an automatic Dues increase.

Background

The dues structure for the Organization of New York State Management/Confidential Employees, Incorporated (Deduction Code 209) is based on the employee's grade level or status as a non-graded employee. Grade 622 and below are currently paying $7.50 and grade 623 and above are currently paying $15.00 biweekly. The new rates are $8.75 and $17.50 respectively.

The dues for non-graded employees whose positions are equated to salary grades should be calculated according to their equated grade. The dues amount for non-graded employees whose positions are not equated to salary grades is determined by their salary rates. If the NS salary (Gr 600's), the OS salary (Gr 700's) and the Trainees salary (Gr 800's) is equal to or less than the hiring rate of a grade 622, then the dues are at the lower rate. However, if the salary is above the hiring rate of a grade 622, the dues are at the higher rate.

OSC Actions

OSC will automatically increase the deduction as follows:

  • Employees with a current deduction amount of $7.50 will be increased to $8.75.
  • Employees with a current deduction amount of $15.00 will be increased to $17.50.

Agency Actions

Notify affected employees.

Agencies are responsible for entering the correct deduction amount for each employee as described below:

  • When an employee enrolls in OMCE, the correct deduction amount must be entered based on the employee's grade or salary rate.
  • When the grade or salary rate changes for an employee who is a member of OMCE, the dues amount must be adjusted accordingly by the agency, if appropriate.
