Establishment of New Payroll Bargaining Unit Codes for Non-Arbitration Eligible Employees in the Agency Law Enforcement Services Unit and the Security Supervisors Unit Represented by Council 82

Background

A recent binding arbitration award was made in accordance with section 209 of the Civil Service Law with respect to certain employees in the Agency Law Enforcement Services Unit (BU 31). Because only certain employees in the Agency Law Enforcement Services Unit are eligible for binding arbitration, the award is limited to those eligible employees.

In order to facilitate the processing of the award and to allow for the continuation of programs and the processing of payments for employees not covered under the award, OSC has partnered with the Department of Civil Service (DCS) to establish a new payroll bargaining unit code, BU 81. This change is implemented purely for administrative purposes and there will continue to be a single bargaining unit, the Agency Law Enforcement Services Unit represented by Council 82, for purposes of the Taylor Law.

A binding arbitration award was made in accordance with Section 209 of the Civil Service Law with respect to certain employees in the Security Supervisors Unit (BU 61). Because only certain employees in the Security Supervisors Unit are eligible for binding arbitration, the award is limited to those eligible employees.

In order to facilitate the processing of the award and to allow for the continuation of programs and the processing of payments for employees not covered under the award, OSC has partnered with the Department of Civil Service (DCS) to establish a new payroll bargaining unit code, BU 91.  This change is implemented purely for administrative purposes and there will continue to be a single bargaining unit, the Security Supervisors Unit represented by Council 82, for purposes of the Taylor Law.
