Dues Structure Change for Hourly, Exceptional Hourly and FEE Employees Represented by the Civil Service Employees Association (CSEA)

Background

OSC has implemented a new dues structure for CSEA Hourly, Exceptional Hourly and FEE employees that was developed and requested by CSEA. As required by CSEA’s new dues structure, OSC will withhold 1.3% of earnings for the dues/agency shop fee amount with a maximum bi-weekly deduction amount of $15.57.

Purpose

To notify agencies of the new dues structure change, new dues rate and new deduction codes for CSEA Hourly, Exceptional Hourly and FEE employees.

Affected Employees

Hourly, Exceptional Hourly and FEE employees represented by CSEA in Bargaining Units 02, 03, 04, 41, 42, 47, 79, 87, 97 with Deduction Codes 201 (Civil Service Employees Assoc) or 212 (Civil Service Employees Assoc A/S)

Effective Date(s)

Paychecks dated July 12, 2006 (Administration)

Paychecks dated July 20, 2006 (Institution)

OSC Actions

OSC will automatically end date the current deduction code and insert a new effective dated row for the corresponding new deduction code.

OSC has created two new on-line error messages:

Error message #1:

"Hourly, Exceptional Hourly, FEE employee, use dues code 475 or 476 A/S."

Error message #2:

"Salaried employees, use dues code 201 or 212 A/S."

Note: Employees’ paycheck stubs or direct deposit advice statements will display both deduction codes. The current deduction code will show the Year-to-Date balance amount; the new deduction code will show the current deduction amount and Year-to-Date balance beginning with paychecks dated July 12, 2006 for Administration and July 20, 2006 for Institution.

Agency Actions

Agencies should notify affected employees.

Agencies must select “Default to Deduction Table” as the Deduction Calculation Routine when entering either of the two new deduction codes.

If an agency selects Deduction Code 201 or 212 for an Hourly, Exceptional Hourly, or FEE employee, error message #1 will appear. As indicated by the error message, agencies must select the correct Dues/Agency Shop Fee code and save the page.

As a reminder, agencies must continue to use Deduction Codes 201 and 212 for salaried employees. If an agency selects Deduction Code 475 or 476 for a salaried employee, error message #2 will appear. As indicated by the error message, agencies must select the correct Dues/Agency Shop Fee code and save the page.
