Purpose

To provide agency procedures and introduce the new Time Entry Earn Code PS6 to replace Earn Code PS2 for entering Pre-Shift Briefing for Security Supervisors, beginning Fiscal Year 2005-06.

Affected Employees

Supervisory staff in Council 82 who are currently being paid their Pre-Shift Briefing by the Time Entry Earn Code PS2 in the following bargaining units:

  • Agency Law Enforcement Services Unit (BU 31)
  • Security Supervisors Unit (BU 61)

4/7/05 Administration – Checks dated May 4, 2005, Pay Period 1L

Background

Chapter 73 of the Laws of 2000, which implements the 1999-2003 Agreement for Security Supervisors employees, provides for Security Union Supervisors in Bargaining Units 31 and 61 to be paid for Pre-Shift Briefing. The Pre-Shift Briefing due to these employees is currently being paid with Time Entry Earn Code PS2 and is reported as an amount. PS2 will be replaced with PS6, a new Time Entry Earn Code that has been created to automatically calculate the amount due based on the number of units submitted.

Eligibility

Security Union Supervisors with an annual Pay Basis Code in BU 31 or BU 61 in Earnings Program N31 and N61 who report early to work to participate in a briefing period before their regular shift must be compensated at a rate of one quarter of an hour of overtime for each briefing. Eligible employees are entitled to only one instance of Pre-Shift Briefing per day.

OSC Actions

To report Pre-Shift Briefing on the Time Entry page, OSC has created the new Time Entry Earn Code PS6, that will automatically calculate the amount of the Pre-Shift Briefing due to the employee by the number of units (days) that are entered in the Time Entry page.

The calculation is [(Salary + Additional Pay Factors) x .0001875] times the number of units (days) that are submitted.

Agency Actions

The agency must use the following procedures when reporting Pre-Shift Briefing on the Time Entry page:

Earnings Begin Date: Enter effective date Pre-Shift Briefing started
Earnings End Date: Enter effective date Pre-Shift Briefing ended
Earn Code: PS6
Units: Enter number of Pre-Shift Briefing units (days) to be paid

This is a system-calculated earn code, so the dates for the earnings must be separated by rows on the Job Data page that change the salary and the rows on the Additional Pay page for earn codes (IPF, IPP, LOC, LOM, SED, ORA, PGP & BON) that would change the calculation of the Pre-Shift Briefing.

For reporting any Pre-Shift Briefing for prior year dates with effective dates before 3/31/05 (Institution) or 4/7/05 (Administration), the agency must use the Earn Code PS2 with the previous procedures.

Payroll Register and Employee Paycheck/Advice

The Time Entry Earn Code PS6 and the amount will be displayed on the payroll register. The earnings description PreSft Brief Auto Calc NU61/31 and the amount will be displayed on the employee’s paycheck or direct deposit advice.
