Purpose

Provide eligibility criteria and procedures for applying performance advances

Affected Employees

Employees in positions of Institution Teacher and other titles subject to the provisions of Section 136 of the Civil Service Law

Effective Date

Performance Advancements for September 2002 are payable September 1, 2002 for employees whose pay basis code is CAL or the first day of the academic year for employees, whose pay basis code is 21P.

Contract Provisions and Eligibility Criteria

Chapter 74 of the Laws of 2000 implements the negotiated agreement between the State and the Public Employees Federation (PEF).

Effective with the rating cycle for the 2001-2002 academic years, employees who worked 150 workdays and are rated at least equivalent to "Effective" may receive a performance advance payment for September 2002.

OSC Actions

OSC will automatically process increments for employees in bargaining units 05 or 06, with a pay basis code of 21P or CAL, and a status of Active, Paid Leave or Leave with an action reason of WDL, WPS or WSP.

21P Employees
OSC will insert a row into the Job Data panels with an effective date based on their contract beginning date. Payments will be processed in pay periods 11L (08/22/02-9/4/02) and 12L (09/05/02-09/18/02) for Institution cycle and pay period 12L (8/29/02-09/11/02) for Administration cycle.

CAL Employees
OSC will insert a row into the Job Data Panels with an effective date of 9/1/02. Payments will be processed in pay period 11L (08/22/02-9/4/02) for Institution cycle and pay period 12L (8/29/02-9/11/02) for Administration cycle.

Employees with Increment Code 0001
OSC will insert a row into the Job Data Panels with an action of PAY and a reason of PAV, and employees with an increment code of 0004 will have an action of PAY and a reason of PRM.

Employees with Increment Code 0004
OSC will insert a row into the Job Data Panels with an action of PAY and a reason of PRM.

Agency Actions

Returning teachers due a performance advance for the rating cycle of September 2001- June 2002 and have an increment code that is missing or invalid.

Request a Pay Rt Chg reason of PAV (Performance Advance) on the Job Action Request Panel:

Effective Date Enter 9/1/02 for CAL's. Enter contract begin date for 21P's.
Sequence # Enter 0, or if the employee already has an existing row(s) on Job Data with the same effective date, use the next higher sequence number for the effective date.
Pay Rate Enter the appropriate salary rate.
Increment Code Enter the appropriate increment code for academic year 2002-2003.

INSTITUTION TEACHERS DO NOT HAVE APRIL OR OCTOBER PERFORMANCE ADVANCES

Reveal Reports

Mass Salary Payment/Mass Increment Payment Report (NHRP704)

Identifies all employees who received the automatic performance advance. The report contains employees' Emplid, Employee Record #, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, Action Reason, New FTA Salary and Increment Code.

Mass Increment Payment Exception Report (NHRP708)

Identifies employees who did not receive an automatic performance advance. The report contains employees' Emplid, Employee Record #, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, FTA Salary, FIS Amount and Increment Code. The report will also identify the reason the employee's salary was not increased with one of the following messages:

  • Salary below minimum
  • Position and job do not match
  • FIS missing
  • FIS below current
  • Increment code invalid
  • Increment code missing
