Purpose

To inform agencies of OSC's automatic processing and provide instructions to agencies for processing Time Entry transactions.

Affected Employees

Employees in the Security Services Unit (BU 01) and Security Supervisors Unit (BU 61) who meet the eligibility criteria.

November 21, 2001 (Administration agencies), and
November 29, 2001 (Institution agencies)

  • There will be no direct deposit for this payment.

Background

Chapter 72 of the Laws of 2000, which implements the agreement between the State and NYSCOPBA and Chapter 73 of the Laws of 2000, which implements the agreement between the State and Council 82, provides for uniform allowance payments to eligible employees.

Payment Amount and Eligibility Criteria

The Uniform Allowance payment is $550 for full time employees in the Security Services Unit (BU 01) and Security Supervisors Unit (BU 61), except for employees in Shock Incarceration Camps who will receive $600 (Agencies 10190, 10200, 10510, 10600 and 10820). To be eligible, such employees must:

Be active on the payroll or be on military leave as a result of the events of 9/11/01, and also be in the Security Services Unit (BU 01) or Security Supervisors Unit (BU 61) on the following eligibility dates:

  • November 7, 2001, for employees in Administration agencies
  • November 14, 2001 for employees in Institution agencies

Eligible employees working part-time are entitled to receive a prorated payment based on their part-time percentage on the eligibility date.

Eligible full-time employees on Sick Leave at 50 percent pay on the eligibility date are entitled to the full payment.

Eligible part-time employees on Sick Leave with partial pay on their eligibility date are entitled to pro-rated payment based upon their regular part-time percentage prior to their leave.

Eligible employees on an approve leave without pay on the eligibility date, except for those on military leave as a result of the events of 9/11/01, are eligible for the payment, provided they return to the payroll within one year of the eligibility date. Note: Employees on military leave as a result of the events of 9/11/01 are eligible for the payment immediately.

The Uniform Allowance is not pensionable and is not included in the calculation of overtime.

Additional Taxes

For any separate check payment, if an employee has an additional tax amount in his/her record, the additional tax will be deducted from both the regular check and the separate check.

OSC Actions

OSC will automatically process the 2001 Uniform Allowance for eligible employees who were active on the payroll November 7, 2001 for Administration agencies and November 14, 2001 for Institution agencies.

Eligible employees working part-time on the eligibility date will receive a pro-rated amount based on their part-time percentage.

Eligible employees on Sick Leave at 50 percent pay will receive the full amount.

Eligible employees on Sick Leave at less than 50 percent pay will receive a pro-rated payment based on their part-time percentage prior to their leave.

Eligible employees on military leave as a result of the events of 9/11/01 will not be processed automatically and therefore must be submitted by the agency.

Agency Payment Processing Instructions

To provide the Uniform Allowance payment to employees who will not receive an automatic payment, including those on military leave as a result of the events of 9/11/01, enter the following information on the Time Entry panel:

Earnings Begin Date: 11072001 or date employee returned to the payroll for Administration agencies 11142001 or date employee returned to the payroll for Institution agencies
Earnings End Date: 11072001 or date employee returned to the payroll for Administration agencies 11142001 or date employee returned to the payroll for Institution agencies
Earn Code: UA8 (BU01) UA1 (BU62)
Amount: Enter payment amount

Payroll Register and Employee's Paycheck

The earn code UA8 or UA1 and the amount will be displayed on the payroll register. The earnings description 'Uniform Allowance NU01' or 'Uniform Allowance NU61' and the amount will be displayed on the employee's check stub.
