Purpose
To inform agencies of OSC's automatic processing and provide instructions to agencies for processing Time Entry transactions
Affected Employees
Employees in the Security Services Unit (BU 01) who meet the eligibility criteria
Effective Dates
- Separate checks for 1999 and 2000, with checks dated November 16, 2000 for Institution agencies and November 22, 2000 for Administration agencies.
- Many employees will receive two separate Uniform Allowance checks on the same date
- There will be no direct deposit for this payment.
Background
Chapter 72 of the Laws of 2000, which implements the agreement between the State and NYSCOPBA, provides for Uniform Allowance payments to eligible employees.
Payment Amount and Eligibility Criteria
The Uniform Allowance is $550 for full time employees in the Security Services Unit (BU 01), except for employees in Shock Incarceration Camps who will receive $600 (Agencies 10190, 10200, 10510, 10600 and 10820.) To be eligible, such employees must meet the eligibility criteria defined below.
For the 1999 payment:
e active on the payroll in the Security Services Unit (BU01) on November 3, 1999 for employees in Institution agencies and November 10, 1999 for employees in Administration agencies.
For the 2000 payment:
Be active on the payroll in the Security Services Unit (BU 01) on November 1, 2000 for employees in Institution agencies and November 8, 2000 for employees in Administration agencies.
Eligible employees working part-time are entitled to a pro-rated amount based on their part-time percentage on the eligibility date.
Eligible full-time employees on Sick Leave at 50 percent pay on the eligibility date are entitled to the full payment.
Eligible part-time employees on Sick Leave with partial pay on the eligibility date are entitled to a pro-rated amount based on their regular part-time percentage prior to their leave.
Eligible employees on an approved leave without pay on the eligibility date are entitled to the payment, provided they return to the payroll within one year of the eligibility date.
The Uniform Allowance is not pensionable and is not included in the calculation of overtime.
Additional Taxes
For any separate check payment, if an employee has an additional tax amount in his/her record, the additional tax will be deducted from both the regular check and the separate check.
OSC Actions
OSC will automatically process the 1999 and 2000 Uniform Allowance for eligible employees who were active on the payroll November 3, 1999 and/or November 1, 2000 for Institution agencies and November 10, 1999 and/or November 8, 2000 for Administration agencies.
Employees who are part-time on the eligibility date will receive a pro-rated amount based on their part-time percentage.
Employees on Sick Leave at 50 percent pay on the eligibility date will receive a full allowance.
Employees on Sick Leave at less than 50 percent pay on the eligibility date will receive a pro-rated payment based on their part-time percentage prior to their leave.
Agency Payment Processing Instructions
To process Uniform Allowance payments for employees whose payments were not processed automatically, enter the following into the Time Entry panel:

Payroll Register and Employee's Paycheck
The earn code UA8 and the amount will be displayed on the payroll register. The earnings description "Uniform Allowance NU01" and the amount will be displayed on the employee's pay stub.
