This bulletin revises bulletin G-80 (Section 3a, second paragraph) dated September 19, 1988, and bulletin G-80A dated October 3, 1990. In accordance with Section 167-a of the State Finance Law, the Comptroller may establish higher minimum outright purchase costs beginning in fiscal year 1990-91. Effective July 10, 1991, the Office of the State Comptroller, by regulation published in the State Register, requires agencies to acquire equipment by outright purchase when the cost is less than $250,000. Multiple items of the same type of equipment, or related items of equipment, procured pursuant to a single request for proposal may be grouped under one or several contracts, as part of a procurement package to reach the aforementioned dollar level.
